Currently, enterprises tend to use particularly widely budgetary management of industrial and commercial activities.

In connection with this, improvement of efficiency of resources use involves higher requirements to quality and accuracy of applied regulatory base of resource, as well as stricter standards (rules) for production processes (operations).

Our Company executes regulations and standards in following directions:

1. Material resources consumption

Rationing of material resources consumption includes following stages:

  • Regulatory base analysis;
  • Development and correction of regulations;
  • Integration and adaptation of developed (corrected) regulations.

Regulatory base analysis involves:

  • Assessment of presence and state of regulations of material consumption;
  • Structuring of materials subjected to rationing;
  • Evaluation of priority of material rationing;
  • Development of rationing program.

Development and correction of regulations includes both analytical and statistical rationing methods. Rationing regulations are designed by the enterprise’s specialists, which advances rationing accuracy and eases integration and adaptation of regulations.

Integration and adaptation of regulations involves:

  • Application of developed (corrected) regulations in the process of planning needs of trial production areas;
  • Evaluation of accuracy of developed (corrected) regulations;
  • Removal of disadvantages.

Confirmation, integration and control of fulfillment of developed and corrected regulations in all production areas of the enterprise.

2. Performance of mining and transport (mining and shafting) equipment

Regulations for equipment operation are developed with consideration of:

  • Configuration and structure of auxiliary equipment
  • State of mining and transport equipment (MTE).
  • Modes and conditions of equipment operation assessed by characteristic parameters of operating site which has determining influence on machine performance.
  • Observation of schedules for maintenance, repairing works and machine operators training.

Apart from performance indicators, parameters of const efficiency of equipment use are evaluated.

3. Manpower use

Rationing of manpower resources includes following stages:

  • Regulatory base analysis;
  • Development and correction of labor content and efficiency regulations;
  • Integration and adaptation of developed (corrected) regulations.

Regulatory base analysis involves:

  • Assessment of presence and state of regulations of manpower use;
  • Evaluation of conditions of manpower resources subjected to rationing;
  • Evaluation of labor management at enterprise;
  • Development of rationing program.

Development and correction of regulations includes both analytical and statistical rationing methods. Rationing regulations are designed by the enterprise’s specialists, which advances rationing accuracy and eases integration and adaptation of regulations.

4. Standards of production process and personnel functions

Production process standard is a technological normative document including:

  • Detailed description of production process sequence:
    • Informational support;
    • Equipment, machines, tooling, mechanical aids;
    • Personnel qualification;
    • Material resources.
  • Adjustment of parameters of production efficiency and safety;
  • Establishment of standard duration and content of maintenance and repair of mining and transport equipment at an enterprise;
  • Examination of availability and completeness of instruments, tools, accessories and mechanic aids used for maintenance and repair works;
  • Short-term and long-term planning of standstills in operation and repair of machines, and service personnel population;
  • Definition of necessary resources provision.

Function standard is a technical normative document regulating requirements to qualification, competence and duties of employees which includes:

  • Definition of target and estimated indicators on each function and position;
  • Category-based structuring of personnel’s working time;
  • Definition of correspondence between employee’s qualification and fulfilled functions;
  • Analysis of labor remuneration and personnel’s motivation.
